I modified a simple pencil skirt pattern by adding a waistband and slightly lowering the waist, but it is still pretty high-waisted. I also used contrasting buttons for closure in the back instead of a zipper to add some color.
1 3/8 yards of navy cotton twill fabric, navy thread, six buttons
