Step 6 Make the Top Flounce
Gather the long, unfinished edge. Fold it in half with the good side facing eachother. Sew the gathered edge together, starting at the folded end, and stopping 1/2" (1.25cm) from the top. Open up. Pin and handstitch to the center front. Fold over the top edge and stich in place.
