I’d experiment with several layers of circular skirt gathered into the waist. The under layers need to be longer than the upper layers… Then add a very fully gathered ruffle round the edge of each layer, trimmed along the lower edge with a short tightly gathered tulle trim. Each length of tulle circular skirt may need to be done in two layers. Looks like at least three lengths…
That’s going to be a hell of a lot of gathering.
