How to cut scallped edge fabric for rounded pattern piece. I am sewing a wedding dress for the first time, I am using the Burda 7404 pattern. Any suggestions on how to cut the skirt pattern pieces from bolt lace fabric that already has the scalloped edge on it?

You cut the border design off, cut out the pattern pieces, matching and joining the fabric where you need to get the whole pattern piece cut, and then reattach the border along the hem edge after fixing the hem length.
A slow an laborious process, which is why we charge so much for this type of work!
There are various books that will show you the process in detail. Personally I like the advice in Bridal Couture: A Guide to Dressmaking Skills for Creating Beautiful Custom Wedding Gowns by Susan Khalje. It’s now out of print and a horrific price on Amazon, so try ordering it from your local library.
Claire Schaffer and Kenneth King also have good advice, so look their work up too.

Found a copy of instructions for this pattern, refer to the Cutting Instructions explains (4" longer) how to cut for lace with existing scalloped edge and as Kate mentioned in step #19 of instructions for applique edge.

I think the issue I am having is that the bride choose a lace fabric with a patterned applique at the bottom hem along with the scalloped edge.

Is it like an Allover reembroidered floral lace with double scalloped borders?
Have you ever sewn lace before?
It is usually cut as railroaded.
