You can actually buy the smocked fabric and make a tube dress out of it.

I have the same problem and often find that some really nice dresses and tops (especially from Burda) often need grading up from these petite little sizes. If you have patterns you wish to do but they are a bit small have you thought of learning how to grade them up to your size ( if you don’t know how) it’s a useful tool for more curvy girls here is a reference I followed good luckhttp://www.threadsmagazine.com/item/4424/quick-reference-for-cut-and-spread-pattern-grading

You can use virtually any pattern (though I would tend to avoid empire waist styles). You would just need to do an FBA (full-bust adjustment/alteration) on the pattern before cutting out the fabric. Styles that have darts already are the easiest for making the adjustment, although it can be adapted to almost any. It may take a little time to figure out how to do it well, but it is worth it for those of us who need it. Just do a search on “FBA sewing” and you find several resources on how to do this.
