This seems like a very simple way to make gathers/pick-ups, but why not just sew the strips of ribbon onto the inside of the skirt so that you can choose whether or not to gather the skirt?
I used a very similar technique on my prom dress, although I stuck little wire roses into each gather.

Thanks for the tip! I did some drapery on the orange dress, by doing gathers, but it took forever, this sounds so much easier and I think the ribbon band adds strenght to the gather.
