2) sew the basic structure of the dress and then cut a scalloped edge at the bottom for the hem. Make sure to have an identical piece of fabric that can be sewn onto the scalloped edge because it is easier to sew it on, flip it and then hem then it is to put a hem in the scallop. (if any of this is confusing or doesn't make sense please feel free to send me a message)
