I layered the float items between the vintage tulle and free motioned stitched over them to keep them in place. You can hand stitch them if you have the patience. Not.

Really good looking addition to an outfit. This sort of accent might be useful on a lace/netting shrug over a wedding dress. For a more frenetic look you could slash the cloth on your lace, leaving the base fabric to fray. Then maybe stitch in some of that ready frayed yarn, perhaps in a complementary or contrasting color.
