There are lines showing the midline of the body, bustlevel, princess seams, neckline, etc. Use these to help you judge how you want your garment to hang on the body. The bent arm is to help illustrate any detail on the back of the sleeve. If you are drawing a garment with very voluminous sleeves or pantleg, you make need to show the arms and/or legs further away from the body to show the detail.
