We pretty much just covered the top now you need to deal with the skirt. On the two thighs down to where they meet on the leotard sew two ribbons (one gold and one fuschia) and then cut out a moon from the gold foam and sew it where the two ribbons meet. Trim your yellow pleated skirt so it'll fit under the leotard diagonally like in the picture and then cut it so its ruffly, then with your navy blue and fuschia fabric make two under skirts ruffly like the other one to go under the yellow skirt like in the picture. Sew long fuschia ribbon on the bottom of the leotard but don't make it so long that you will trip.
