Take your bright pink fabric and make puffy sleeves. If you don't know how, I found this tutorial for different kinds of sleeves, so scroll down till you find puffy but don't garther any ruffles because Sailor Moon just has plain puffy sleeves: http://www.whatthecraft.com/tuts/sleeve.htm Next you sew on the puffy sleeves to the leotard then on the very bottom of the puffy sleeves sew on two large strips of very very very very very very thick red ribbon like shown in the picture.
