Take a long piece of non-stretchy fabric and run it through the rolled hem foot as if you were making a rolled hem. Most any fabric will work but if you use a stretchy fabric make sure that it doesn't stretch in the direction you are sewing or the loop will stretch out and not look good.
Then cut the fabric as close to the stitching as possible and you're done. I like to use long pieces of fabric to make the loops as you will always have a goof or two and you can just cut them out of a long piece. Cut loop to the size you want and sew in place.
