Keeping the toothpick perpendicular to the surface (sharp end towards the polystyrene) thrust it in about 2 cm. To calculate the distance between consecutive toothpicks, hold together 2 new spools, measure the distance between their centers and add at least 1/2 cm to that. Use a ruler and a pen to mark the thrusting points. You can “redecorate” anytime if spools of different diameter need to be placed on this stand: take out some toothpicks or change the distance between them. Cut the polystyrene pieces if necessary, it’s best to make a spool-chain close to the edges of your shape- for best visibility (my pieces had these shapes from the beginning). One thing you might like to keep in mind: make sure you no longer need the polystyrene pieces for further packaging purposes, like taking electronics for repair. Even so, if you haven't altered their shapes, they can easily temporarily switch purpose!
