Add a 1.5cm seam allowance to the inside of your inner circle. Then decide how long you'd like to make your ruffle and add another 1.5cm seam allowance. Draw your outer circle and cut out. Cut a slit into the circle as shown in the photo.

I made tthis already put i used a simple base and sew all the ruffles on without the jean part
