You will need paper and a pencil. First measure where you want your ruffle to go. My skirt was 53cm across the back. You will make the circumference of your inner circle the same as this. I added 3 cm 'just in case'. To find the diameter of your inner circle divide the circumference by 3.14. You can see in my photo that i have drawn a sliced pizza shape and have marked each 'slice' 9cm. I don't have a compass big enough so i improvised by making my own as you can see in the photo.
