The first way you can do a pattern for leggings is to trace of your own leggings, on craft paper and fix the pattern with pattern ruler.
The legging in the picture I did the first way……….
Fold them half and lay them flat on the paper.
Trace them off
Once you have traced the outline out
Fix the lines with your pattern ruler; measure for your waistband.
Cut them out
