Sew the hems for each layer. Next, attach the two panels at the waist, with the shorter tier on top of the longer tier as worn. Sew French seams to close off the raw edge of the waist. (In other words, the right side of the longer tier will be facing the wrong side of the shorter tier.) Once you are done, flip over the shorter tier of the skirt to the front as worn so it is facing the same direction as the longer tier. Don’t forget to press as you go.
