Step 1 Take your waist measurement and determine length of longer tier

On a sheet of pattern paper, you will be creating a rectangle. Take your waist measurement and divide it by 2 to form the width of your rectangle. Next, determine the desired length of skirt for the longer (second) tier. Label one lengthwise edge “Cut 2 on fold – self” and draw in your straight grain.
