Thanks everyone! I made the pattern myself. But basically if you take a waist facing pattern for a skirt it will probably give you a good start. Basically it’s a curved rectangle that is about 3.5-4" wide sewn out of very stiff material. Then I took some very slinky knit fabric and cut a rectangle (no curve) that was at least twice that thick and did gathering stitches at the points where I planned to attach the metal pieces. Said metal pieces are parts of a placket belt that was on sale. Glue on a few rhinestones, hang some crystals, voila!
