I agree, all patterns in the lower size-range should include size 34. However! If they don’t, if the smallest size is 36, it’s really easy to grade them down (multi-size-patterns that is), since the difference between each size is exactily the same. There’s a tutorial on grading up patterns here on Burdastyle, it works equally well to grade them down.
Now, go grade, and sew ;-)!
