I made this using the bubble dress how to as a starting point. It pretty much evolved from there. I moved the bottom elastic up so that I could add a ruffle and netting draped from the bottom. To do this I added a case for the elastic. The flower is just twisted netting and a rose made from the dress material. Also, because this is for a child I added skinny straps for support. Can be worn with or without the sash. The sash is again just the material with a gather in the middle. I then put a loop around the gather to give it a bow effect.
