I’ve done a second version of my tiny top hat in brown. This time I took pictures throughout the process and included instructions.
You will need about 1/4 yard of heavy wool felt or some similarly substantial fabric, sturdy iron on interfacing, millenary wire or floral wire or honestly just about any medium weight wire that holds a shape satisfactorily. Optional bits, bobs, feathers, ribbons or fabric for a bow.
