I designed and created this look today and absolutely love it! The skirt has a full elastic waistband made from a soft cotton fabric so it is nice and comfortable for the newborn. This was my first attempt at adding a wire hem. It was ok, just took a LOT of patience. I already had a ton of heavyweight jewelry-making wire so I just used that, and cased it in the hem with a pre-cut piece of bias tape. I didn’t want it to be scratchy on the newborn’s legs, so I fully lined it with the same soft cotton fabric that I used for the elastic waistband that really created a beautiful underskirt. To finish it off, I added a removable floral tulle accent at the center waist, and made a simple ruffled headband out of the soft cotton fabric :-)
