Step 29 Gather Skirt
Gather your skirt so that it is as wide as your bodice. Press your waistband back down. Then sew your skirt to your waistband catching all fabric underneath, RIGHT SIDES TOGETHER, but leaving the tulle underskirt hanging down. Once you have sewn it to the bodice, turn over and press waistband and skirt with iron flat.
