Inspired by a picture from 1951, I drafted the pattern for this dress with a dramatic flounce in the front skirt. I made it in cotton flannel with a small white-on-black check.

I made my own pattern.
I have made a tutorial on how to make that flounce/drape and posted it here: http://petitmainsauvage.blogspot.nl/2013/10/how-to-draft-flounce.html
You can use that on any normal skirt pattern. To make a dress like this, you’ll need that tutorial and a basic dress with a waist seam, a shirt-style top and a straight skirt.
