Made from a 70’s pattern for a raglan dress. I used the raglan top, then altered to form the pleat/gathers to form the sun rays. I cut a half circle from contrasting fabric, boat neck with contrasting band and a hood.

also, just so you know, those aren’t raglan sleeves, those are called kimono sleeves, or sometimes dolman sleeves. raglan sleeves are like the baseball uniform sleeves.
