I had a pair of shorts that were about knee length, and for a short person like me [5’1] it just makes me look even shorter. So I decided to cut off a few inches off the bottom. First I measured the desired length, marked it and cut off about 5 inches. Then I did a half in turn and turn for the hem. Sew and press.
Surprisingly these shorts had a lining D: so I did the same thing for that but the length was a bit more than 5 inches and the hem was a 3/8 turn and turn.
