  I think the way to make this is rather simple.

  It seems to me that you measure out the elastic to the length you want (usually waist measure minus 2-2") and then “tie” it together (it is no-sew, but I sould hand-sew that together).

  Then you cut lengths of spooled tulle (or make your own strips 4-6" wide) to twice the length you want the skirt to be.

  Fold the legth of tulle in half and place it behind the elastic so that 3-4" of the loop are sticking out.

  Fold the loop over the elastic, reach through the loop, and pull the two free ends of the tulle through (known as the “bale sling hitch” http://www.ehow.com/video_4468092_tie-bale-sling-hitch-knot.html shows a good video)

  Anyway, repeat this until the skirt is nice and full.

  Leave about 2-3 feet of ribbon on end, but start wrapping over and around knots and between tull until you come to beginning. Leave another 2 feeet (or so), but ribbon, and tie long ends into a bow.

  This is just by looking at the pictre—I did not attempt to re-make this.
