I’ve been experimenting on easier ways to make ruffles. I hate to gather, and even more I hate to make narrow hems. So I cut the fabric on the bias (4" wide) to eliminate the need to hem. Then I gathered the strips of bias down the middle, slightly off-center to create a super long strip of ruffles. I stitched the ruffles onto a tube of fabric, spiralling up the tube. I hemmed the bottom of the tube, using a french seam and folded the top over twice to finish the opening. I added blue vinyl handles from a thrifted purse and called it quits. No patterns, no measuring, no lining, no pockets, and miraculously no hang-ups. The flower is made from die cuts of brown canvas and felted wool with a corduroy button.
The plaid is a cotton twill, I think. The handles are cannibalized from a thrifted vinyl purse. Magnetic clasp. The top of the opening is reinforced by waist-band fusible interfacing.

Thank you for the kind comments! Tech note: In order to utilize ruffles made this way, you need to be satisfied with the back side of the fabric showing. So choose your fabric with that in mind. I made another one with a linen and the weight and draping of the fabric was totally fab. Happy sewing!
