I am trying to make this dress, but the instructions are pretty minimal. I am a technical writer and have found that too many people who attempt to provide instructions DO NOT put themselves in the place of the user to anticipate questions users might have, and then address them, nor do they test their instructions afterward to make sure that they CAN BE FOLLOWED with 100% success. Sigh.
Since you’ve obviously been successful (your dresses are lovely), any chance you could assist a novice sewer who has mastered the art of elastic-waistband skirts and tote bags, and is looking for her next challenge?

I think its ok. I have changed parts of the pattern a little anyway. It is however not ok to sell the pattern itself. There you would be infringing copyright.
