Use any basic skirt pattern that you prefer. Grade the hem by folding fabric and cutting away the hem line, keeping the first 4-6 inches in the front of the skirt even and sloping down to the full length in the back. I made the front 8 inches shorter than the back, but you can use whatever length differential you prefer. The greater the differential the greater the final effect.
