I’ve shorten the skirt a bit, because I don’t like long pencil skirts.

To make the top you will need two types of fabric: cotton-jersey and lace. Also you will have to choose a top that fits your figure perfectly. More details and photos: http://fromhead-2-toe.blogspot.com/2013/05/hand-made-from-head-to-toe.html
For the skirt you will need 1 meter of cotton-jersey.
For the top you will need 50 cm. of lightweight strech cotton-jersey and the same amount of elastic lace.
Leopard and snakeskin are the new neutrals.
