This skirt is very easy to do. I cut two rectangles on to the fabric, and sew the side seams together. I add a elastic for the band, I stretch it much as I could to get gathers on the fabric and then fold it again to and pull and I sew over it to get a band, and finish look.
I founded a blog to explain it more:
This skirt is easier than a circle skirt and can be made without a zip. It has about half as much flare to it and gathering at the waist band which while it can be less flattering gives a more cupcake-y shape. The main thing to remember when making this skirt is that the waist band will have to fit over your hips.
