I don’t have the pattern in front of me but I imagine it is referring to a strip of fabric without any give or stretch that holds the gathering in place. I have also heard them called ‘stay strips’. With a two-way stretch jersey, the maternity skirt would just stretch and not have the effect of ruching if they were not held with the backing strips.

can any one tell me what is meant in the instructions when it talks about backing strips in the side seams? “Gather side seam edges of skirt panels between asterisks to 27cms. Lay the two skirt panels, right sides together, line up, pin and sew the side seams, catching backing strips along gathering. Press seams open but do not press gethering flat.”
