As for the pattern, I shortened and altered a bodice pattern of a dress from a Japanese sewing magazine.
The tie/collar are two long rectangular pieces which are sewn together at the center-back (reason being I do not want the print to look upside down on one side) and then attached to the neckline of the bodice.
The skirt is just 2 large rectangle pieces which I attached 2 side pockets to. I then gathered the top of the skirt and sewed it to the bodice.
