I see this design everywhere on the internet…especially tumblr. It’s a sweetheart neckline with a puffy skirt. This was super easy to make; just a simple bustier sewed onto half of a circle skirt pattern with tulle pleated on top. I wore it to my school’s winterball and actually had a crowd form when a girl found out I made it. Gotta say it came out quite nicely, but the photo of it on the mannequin is so-so. No good photos of it on me at the actual dance :(

For the bustier, I used this tutorial http://www.youtube.com/watch?v=uJTg7Oh6h74 (the basic pattern is uploaded in the description, but I had to fix it here and there since the girl is tiny), and for the skirt I used this tutorial http://www.youtube.com/watch?v=K_NwglpFbAM&feature=results_video&playnext=1&list=PL281B3ABF0383CBFE and only used two panels for the skirt with a waist measurement. I hope yours comes out great!
