This is very easy. I reused some curtain material (so very Sound of Music of me!).
I measured my widest part (my hips), added 7 inches (20.5cm) and divided by two.
I cut two pieces of fabric (at this width) to the length I wanted.
Instead of elastic at the waist, I threaded through a belt so I could tie it up.
Take off with pleats, cut-outs, insets, and futuristic prints.
