High waisted skirt. The one underneath is a basic tube skirt and the one on top, kind of like a longer peplum, a flared one.

thanks! For the flower I used a simple pattern that you repeat as many times as you want, depending on the number of petals. I will try to do a step by step guide soon! Qugirl, I hadn’t thought of developing it into a dress but now that you mention it I think it would look really nice. nenasew it’s not me in the picture :p A friend helped me modeling for a presentation I had to do!
