Right sides facing, baste the lace inset to the front and back pieces. Finish the bottom edge of the facing. With wrong side up, right side toward yoke, pin the facing to yoke and dress. Sew, and press the seam allowances all together down into the dress. Understitch the seam allowances to the facing, 1/4" from the seam line, all around the facing.
Next, all you have to do is finish the hem, and attach your buttons carefully matching up with the loops. Voila, now you have your very own Gail dress!
