Fold a double cotton sheet so that it’s 1/4 the original size. Measure the widest part of your hips and add 2" and then divide by 4 and that will be the length of the curve for the waistline.Draw the waistline curve on the sheet with tailors chalk and cut. Decide on the length you want and draw and cut the hemline curve on the sheet.Draw the curve lines and cut the other tiers. The top tier should be 6" , the middle tier should should be 8" and the end tier should be 9" (or whatever length you decide)
