Layered gathered skirt from poly/cotton with a shop t-shirt with buttons to match in with the skirt to make a set. I made up the skirt by sizing up my daughter as it is for my niece who is about the same size, making up as I went along. I have a bag of cute buttons that I got as they were 30% off and have been itching to use so jazzed up the plain shop t-shirt.
