Measure the length of the side seam of the pants (Excluding seam allowance). Divide the measurement by five and measure 4/5 down from the top seam (Excluding seam allowance). Mark that measurement around once around. Place the skirt with the skirt right sides facing onto the pants, the inner circle should match up with the marking, the bottom of the skirt should face upwards. Pin and stitch. Flap the skirt down after attaching it.
