There are many events you can wear it, for example western events. Or your can meet other people who like those dresses and your can visit museums together. If you need a chance to wear it, you have to make it yourself ;)

It’s great! I still have a half-finished victorian gown that has been lying around for ages (a Simplicity one, so not as authentic, I bought it before discovering trulyvictorian ;) and seeing yours, I really think I should go ahead and finish it.

The bustle is a seperate garment. Under the dress I wear a chemise, drawers, a corset, the bustle and a petticoat.
