I bought this fabric several years ago at a vintage fair, even though I didn’t sew and didn’t know what to do with it. It was just too awesome to leave behind!
I found a tutorial somewhere online for making a dress with a big rectangle of fabric and a bought tank top, and thought I’d give it a go. I’m thinking of taking it apart again, actually, and doing something else with it. The weight of the skirt fabric has pulled the top down and made it sit funny.

I might be wrong, but I think your fabric could be a Stuart Membery fabric from the 1980s – nice find.
