I used a Kwik-sew pattern for a cut out bathing suit to make the base, I altered the pattern to add a skirt and added a shoulder and a sleeve. I made 6 inch fringe tassels that I hand sewed onto the entire piece at various points. I cut random red satin triangular pieces that I roll hemmed and attached to the skirt.
