This was an easy way to use up a rectangular piece of scrap fabric. I made what would be called pin-tucks if they weren’t so wide horizontally on the dress, then sewed down the top of each one and ran elastic through the resulting casing. I also made an elastic casing at the top. The elastic pieces were cut to be slightly larger than my daughter’s chest and waist. It only has one seam at the back, where the elastic is also attached. I left extra length on the shoulder straps so I could make them longer as she get’s taller.
