I found this chartreuse chiffon on clearance at JoAnn Fabrics. It had a horrible green and gold border which I trimmed from both ends.

OMG!!! What an awesome dress! Love the black/white fabric band at the hight waist. It really brings it all together. I really like your idea of using the shear fabric on top of the dress.
