At the hem, you will gather the outer skirts to be as wide as the inner lining skirts, to create the “bubble” effect. See step 7 for the sewing instructions.

D) 2 Inner back skirt panels 40 cm (153/4 ins) wide, 48 cm (19 ins) long
Vilene Bias Tape (stay tape): Iron to neck and armhole edges of lining -pieces.
