This is a variation of pattern 116B. The pdf pattern is the same. The required materials for this variation are:
wool fabric, 150 cm (59 ins) wide: 1.15 m (13/8 yds) for all sizes. Lining, 140 cm (55 ins) wide: 0.20 m (1/4 yd). Vilene/Pellon G 785. Elastic, 4 cm (15/8 ins) wide: 0.70 – 0.75 – 0.80 – 0.85 – 0.90 m (7/8 – 7/8 – 7/8 – 1 – 1 yd). 1 invisible zip, 22 cm (9 ins) long, and a special presser foot.

I don’t know, I am not sure about this skirt. Somehow it looks strange to me with the pleats all up to the waist without any waistband. Doesn’t that make someone look rather “fat” even if you combine it with a tight top? And somehow it looks undone to me.
