    It’s just a circular skirt gathered slightly onto a dropped waistline. It sticks out like that because it’s stiff fabric with a stiff petticoat layer inside.

    I don’t find it very different from poly chiffon… Some of that can be VERY fine and wafty! I’d choose a flesh or natural coloured silk organza as interfacing for the waistband on a light colour…

    If your pattern has a straight back seam, and plenty of room for an opening not up the back, just fold the seam allowance out (usually 15mm or 5/8", but check!), and place it to the fold.

    Looks like a trapezoid tunic, cut on the bias, with godets inserted at the hem. If you cut it straight across the hemline, rather than curving it, you will get the drooping sides.

    There is no reason why you cut and spread lines need to follow the grain line. You can just redraw those again later. Put the cut and spread lines at an angle if that helps.
